PGI-NRI representative Urszula Czarniecka-Januszczyk attended the event, supporting the Polish government delegation.


In December 2023 in Dubai, national governments took a landmark decision on climate change. The first Global Stocktake of the Paris Agreement (GST) called on Parties to contribute to global efforts to transition energy systems away from fossil fuels. By 2025, governments should update or develop national determined contributions (NDCs) containing ambitious, economy-wide CO2 emission reduction targets. The climate session in Bonn was the first opportunity to discuss how to implement all the recommendations of the GST decision.

The aim of the global negotiations in Bonn was to produce draft documents for the forthcoming COP29 climate summit in Baku (November 2024). The Polish side was represented by the Director of the Department of Air Protection and Climate Negotiations at the Ministry of Climate and Environment (MKiŚ), the First Secretary of the Permanent Representation of Poland to the European Union, and negotiators including experts from the Chancellery of the Prime Minister, MKiŚ, the Ministry of Finance, the National Balancing and Emissions Management Centre and the Institute of Meteorology and Water Management.

Polish government delegation

Urszula Czarniecka-Januszczyk (Department of Groundwater Monitoring) participated in the work of the Expert Group (IG-GAP) dealing with social issues in the aspect of climate change and participated in the consultation of national negotiation pathways. Social issues are an important and inseparable cross-cutting element linking all climate negotiation themes of adaptation, mitigation, climate finance and technology development. They are also an important part of the preamble to the Paris Climate Agreement, which has become a milestone in international pro-climate action to reduce greenhouse gas emissions.

During the 60th Session of the Subsidiary Bodies of the United Nations Framework Convention on Climate Changes, 30 mandate and many accompanying events took place. The Session was attended by more than 8,600 participants, including almost 3,500 observers from NGOs.
