Graduate of the University of Warsaw – Faculty of Geology and Faculty of Management. He obtained his doctoral degree in 1985 and his postdoctoral degree in 2003. In 2012, he was awarded the title of professor.
He is an associate professor at the University of Warsaw and a researcher at the Faculty of Geology, where he served as head of the Department of Deposit and Economic Geology from 2020 to 2024.
Presently, he is the Chair of the Land Resource Management Council, which was established on 10 April 2024 by the Minister of Climate and Environment. He was the Vice-Chair of the Committee for Sustainable Mineral Resources Management of the Polish Academy of Sciences and is currently a member of the Committee for Geological Sciences of the Polish Academy of Sciences. By decision of the Prime Minister (August 2025), he became a member of the Inter-ministerial Team for Removing the Effects of and Counteracting the Threats Related to the Occurrence of Sinkholes and Flooding in the Municipality of Trzebinia and the Olkusz Region. Since 2011, he is a member of the team for the development of the expert base of the National Centre for Research and Development. He is a member of the Scientific Council of the Mineral and Energy Economy Research Institute of the Polish Academy of Sciences and the Institute of Environmental Protection – National Research Institute.
In 1994–1997, 2001–2002, 2003–2005, he served as Secretary and Undersecretary of State, Chief Geologist of Poland in the ministry responsible for the environment. He was also the director of the department (1997–2001) in the Chancellery of the President of the Republic of Poland responsible for energy and raw material security and crisis management.
He held management positions at Mostostal Warszawa and the EcoFund Foundation. He was deputy director for scientific affairs and scientific secretary at the Institute of Ceramics and Building Materials.
He was a member of the Supervisory Boards of KGHM Polska Miedź, Geofizyka Kraków, Petrobaltic, KGHM Metale and Nafta Polska. He chaired the Geological Council at the Ministry of the Environment and the Supervisory Board of the National Fund for Environmental Protection and Water Management.
He is the author of approximately 300 scientific publications in the field of economic geology, geological and mining law, and deposit geology.
